NewGAR   2011 - 2021

Winner of the Governor’s Award for Historic Preservation - 2019

As a Principal of NewGAR, Carleton worked to negotiate a development agreement with the city of Detroit to purchase the historic Grand Army of the Republic Memorial Hall. The 19th century structure had sat empty for more that 30 years and was a victim of decades of neglect and years of on-going break-ins. Over a period of 3 years, the G.A.R. building was restored to its original design and finishes with a multi-million dollar budget. Pursuant to the deed’s original building, David helped to create and manage 2 heralded restaurants on the first floor, “The Republic Tavern” and the “Parks and Rec Diner”. The project was funded with a mix of private and public financing, grants from the Michigan Economic Development Corporation and the use of state and federal historic tax credits. The G.A.R. building was placed on the National Registry of Historic Places.
